Union City is a city in Fulton County, Georgia, with a population of approximately 27,000. Prostitution and sex trafficking are well-documented and longstanding problems throughout Fulton County. For example, the county was one of the sites of the 2009 three-day national enforcement action as part of the Innocence Lost National Initiative. Many local operations since then have arrested sex traffickers and identified and supported victims.

Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has therefore been targeted by local law enforcement agencies as a strategy for prevention and response.  A law enforcement respondent to the 2021 National Assessment Survey reported that demand reduction tactics have been implemented in Union City, including public education specifically targeting the demand for commercial sex, beginning in 2019.
