Hart County is a county located in the south central portion of Kentucky, and has a population of about 18,000. Its county seat is Munfordville. Prostitution activity has been well-documented within the county, and the problems and ancillary crimes it generates results in complaints to law enforcement agencies from residents and businesses. For example, in September, 2022, an adult book store was ordered by a court to close permanently, and was described by Hart County in court filings as a “house of prostitution.” The establishment on Flint Ridge Road, visible to motorists traveling on Interstate 65, had been the site of numerous investigations in prior years, including into the deaths of two people found on the premises in a room that authorities described as a place where live sex acts took place. The Hart County Sheriff’s Office conducted an extensive investigations covering years, with Hart Fiscal Court becoming involved in later stages. According to the sheriff’s office, undercover law enforcement investigating suspected illegal activity at the business beginning in 2019 observed multiple instances of commercial sex acts there.
Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has been targeted by local law enforcement agencies as a strategy for prevention and response. Demand reduction tactics used in the town include the arrest of sex buyers and the public disclosure of their identities. In August 2007, two men were arrested in an adult bookstore and charged with prostitution solicitation. Deputies also arrested the store manager and charged him with second-degree promoting prostitution, second-degree complicity to promoting prostitution. and not having a required permit to operate a place of entertainment.
