Boone County is located in northern Kentucky, and has a population of about 132,000. Its county seat is the city of Burlington. Prostitution activity has been well-documented within the county, and the problems and ancillary crimes it generates results in complaints to law enforcement agencies from residents and businesses. For example, in March, 2008 a prostitution sting conducted by the Boone County Sheriff’s Office Criminal Investigation Division at a local motel netted the arrests of five area people. Detectives contacted men and women listed on Craigslist who then drove to the motel to provide the services.  Once the elements of the crime were satisfied they were arrested and transported to the Boone County Detention Center. In January, 2019, two women were arrested at a massage parlor in Burlington by authorities with the Boone County Sheriff’s Office, FBI, and U.S. Immigration and Customs Enforcement.  The agencies executed a search warrant at a massage business at 2606 Burlington Pike, after an anonymous complaint was received.  Among the more serious crimes associated with the local commercial sex market is sex trafficking

Authorities arrested a 29-year-old man after a suspect responded to a prostitution ad and began communicating with an undercover Boone County Sheriff’s Office deputy. At one point, the man allegedly asked the age of the “daughter,” to which the deputy replied she was 13. The man then asked for a child 6 or younger but agreed to meet the 13-year-old for paid sexual abuse. The man explicitly described the sexual abuse acts he wanted to perform on the minor, and the price of the alleged transaction was to be $20. Deputies placed him under arrest when he arrived at the predetermined location. The suspect was charged with promoting human trafficking, solicitation of a victim under age 18, prohibited use of electronic communication systems to procure a minor to commit sex offenses, and soliciting prostitution. He was held in the Boone County Detention Center on a $100,000 cash bond.
