According to police and residents, “street prostitution has been a major problem for decades.” In 1989, the Holly Hill Police Department conducted a street-level reverse sting using an undercover female officer as a decoy. Those arrested had their identifying information reported to the media. Police have also made “Problem Report Forms” available to residents for more expedited contact with the department’s Citizen’s Complaint Bureau.
