DeLand is a small city of 37,000 residents located near Florida’s central Atlantic coast, inland from Daytona Beach. It is the county seat of Volusia County. Reverse stings have been conducted there since at least 1996, driven partly by complaints from residents and businesses. The identities of arrestees are regularly publicized. An operation conducted in 1996 used a “female confidential informant” rather than a police officer to serve as a decoy. This practice was more common prior to the 90s but is now seldom used. In 2000, the Criminal Investigation Unit of the DeLand Police Department ran an undercover prostitution sting on Voorhis Avenue and Woodland Boulevard, using an undercover female officer. Thirteen men were arrested and charged with assignation for prostitution. The suspects ranged in age from 17 to 49 and included men from Raleigh, N.C., DeLand, Crescent City, Seville, and Pierson, Florida. Each was booked into the Volusia County Jail on $500 bonds each.
