Urbana is a suburban census-designated place of approximately 12,000 residents in Frederick County, MD. It is located at the I-270/MD 80 interchange approximately 35 miles northwest of Washington, D.C. Instances of prostitution and sex trafficking have been well-documented in the city and surrounding areas. This activity and its ancillary crimes have generated residential reports to local law enforcement. Among the more serious crimes associated with the area’s commercial sex market is child sex trafficking and child sexual exploitation.
Efforts to reduce the demand that drives all prostitution and sex trafficking have been deployed in the area. For example, in April, 2020, an Urbana man was arrested by Frederick County Sheriff’s Office deputies for allegedly attempting to sexually solicit a minor. According to reports, police were alerted of the case in October, 2019, after a prostituted woman reported to police that a frequent sex buyer had attempted to solicit her 5-year-old daughter for sex in exchange for paying the woman’s rent. The woman reportedly told police that the sex buyer had initially verbally fantasized about sexually exploiting the young girl, but eventually confronted the woman about physically sexually exploiting her daughter in exchange for paying her rent. After receiving these messages, the woman reported the incident to authorities. The woman agreed to allow police to download information from her phone and several text message exchanges were found where the offender talked about involving the girl and tried to make arrangements with the woman in exchange for paying her rent each month. On Oct. 8, 2019, the woman allowed police to assume her identity and communicate with the sex buyer using the woman’s phone and gathered further evidence of the offender’s intention to sexually exploit the 5-year-old girl. There was no indication in the charging documents that the offender at any point had any contact with the girl in question. An arrest warrant was issued charging the offender with three counts of the sexual solicitation of a minor and a single count of prostitution. The offender was arrested and transported to the Frederick County Adult Detention Center without bail.
