Oak Hill is a village in Jackson County, located in southeastern Ohio, with a population of approximately 1,400 residents. Consumer-level demand provides the revenue stream for all prostitution and sex trafficking, and demand reduction tactics used in the village include the arrest of sex buyers and the public disclosure of their identities.

For example, in March 2020, a man was arrested by the Jackson County Sheriff’s Department at the McDonalds in Oak Hill after he allegedly offered to pay $80 for access to sexually abuse a 7-year-old girl. According to a press release from the United States Attorney for the Southern District of Ohio, the man was investigated by the FBI’s Child Exploitation Task Force beginning in April 2019 following reports from several sources that he was involved in sexually abusing male and female minors with the consent of their parents in exchange for illegal drugs. The FBI and Scioto County Sheriff’s Office searched the man’s home. He and several of his family members and associates were indicted by a federal grand jury in June 2020. The ongoing investigation by the FBI and Ohio Bureau of Criminal Investigations found that the 72-year-old Wheelersburg man traded drugs to sexually abuse children and then made video recordings of the abuse, which he kept on flash drives he tried to conceal by burying them in the yard surrounding his house. In addition to sexually assaulting the children himself, the man also instructed drug-addicted parents to sexually abuse children and recorded it to use as blackmail. He used other methods of force, including duct taping and tying women to chairs, burning them with cigarettes, and firing guns by their ears, to ensure compliance with his various sexual demands and silence about his crimes. The man’s sexual assaults of women and children took place several times a week for years. After his arrest, two of his daughters and one cousin tried to destroy evidence and intimidate witnesses on his behalf. The man pleaded guilty on August 10, 2022 to conspiring to engage in sex trafficking by force, fraud, or coercion, child sex trafficking, and participating in a drug trafficking conspiracy. In 2023, the man was sentenced to 40 years in prison and ordered to pay more than $300,000 in restitution to the victims. At least nine co-conspirators were also sentenced to time in prison or home detention as co-defendants in the case.
