Metairie is a census-designated place of approximately 143,000 residents, located on the outskirts of New Orleans near Kenner in Jefferson Parish, Louisiana. Residents and law enforcement have reported problems with prostitution in the area, historically along the Airline Highway but also arranged online and occurring in local hotels. At least four distinct cases of child sex trafficking have been reported in Metairie; the community has also documented several homicides of prostituted women and robberies and assaults of both sex buyers and those exploited in prostitution and trafficking.

Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has therefore been targeted by local law enforcement agencies as a strategy for prevention and response. The Jefferson Parish Sheriff’s Office has conducted street-level reverse stings since 1990. Many reverse stings were conducted in the early to mid-1990s along the Airline Highway. For the operations, female JPSO undercover officers posed as decoys and arrested potential sex buyers who attempted to purchase sex from them. It is unclear if such operations are still conducted regularly; if the tactics are still employed, the details of the operations are likely not released to the public.
