Kauai County is located on the island of Kauai, about 100 miles west of Honolulu, with a population of roughly 67,000. Police say that until the last few years, Kauai County “had previously seen little to no” sex trafficking, but knew of prostittuion and did not want the problem to take root there. In 2009 (possibly earlier), local police began to conduct reverse stings to address consumer-level demand. In one example of a web-based reverse sting in 2009, three johns were arrested for solicitation after responding to an “erotic services” advertisement they had posted online.
