Kauai County has a population of roughly 73,000 and is located on the island of Kauai, about 100 miles west of Honolulu. Its county seat is Lihue, HI. Prostitution and sex trafficking, including child sex trafficking, have been documented in the county. Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has therefore been targeted by local law enforcement agencies as a strategy for prevention and response. In an effort to address consumer-level demand for commercial sex in the county, police began conducting reverse sting operations in 2009. In a web-based reverse sting in 2009, three male sex buyers were arrested for solicitation after responding to an “erotic services” advertisement which undercover officers had posted online, and their identities were publicly disclosed.
