Henderson is a city of approximately 15,000 residents in north-central North Carolina. Prostitution is among the issues regarded by local police as “quality of life issues” that generate complaints from residents.  Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has therefore been targeted by local law enforcement agencies as a strategy for prevention and response.  In 2004, the Henderson police department conducted a reverse sting, capturing five male sex buyers. Those arrested had their names, photos, and other identifying information reported in a police press release.
