Chippewa Falls is a city located along the Chippewa River in Chippewa County, in northwestern Wisconsin. Its population was roughly 15,000 at the 2020 census. It is the county seat of Chippewa County. Prostitution activity has been well-documented in the city and surrounding communities, and in other areas of the county.  This activity and the problems and ancillary crimes it generates results in complaints to law enforcement agencies from residents and businesses. Associated problems include drug and weapons offenses, sex trafficking, and the robbery of sex buyers. Among the more serious crimes associated with the local commercial sex market is sex trafficking involving minors.

Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and sex buyer arrest and public disclosure of their  identities are demand reduction tactics that have been used within the city.  For example, in October, 2017, a Chippewa Falls woman was charged after police execute a search warrant and found an “inappropriate video” of young children. According to a criminal complaint, the 49 year old woman was charged with possession of “child pornography” and soliciting a child for prostitution. Police say they searched her home on Pumphouse Road in Chippewa Falls, seized her cell phone, and found the video and text message conversations.
