Upper Township is an incorporated community of about 12,000 residents, located in Cape May County, New Jersey. It is part of the Ocean City Metropolitan Statistical Area. Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and demand reduction tactics used in the town include the disclosure of sex buyer identities and employment loss. For example, in May, 2012, the pastor of an Upper Township Methodist church announced his resignation after he had been arrested and charged with loitered in his hometown of Millville to engage a prostituted person. The Reverend’s resignation came days after parents at the church’s preschool demanded he step down. He sent a letter of resignation to the District Superintendent of the United Methodist Church. The sex buyer had been arrested in Millville after a police officer said he witnessed him driving in circles through downtown and letting a woman with a history of prostitution into his vehicle. The man denied the charges, and later pleaded guilty to a reduced charge of disorderly conduct.
