Winkler County is a city in western Texas with a population of about 7,400 residents. It is located about 45 miles west of Odessa. Prostitution activity has been well-documented within the region, and the problems and ancillary crimes it generates results in complaints to law enforcement agencies from residents and businesses.
Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and demand reduction tactics have been used in the county. For example, in November 2013, a former Winkler County attorney was sentenced to 45 days in jail after pleading guilty to charges that included solicitation of prostitution, a class B misdemeanor, and official oppression, a class A misdemeanor. His resignation as county attorney was part of this plea agreement, and the prosecutor said that he planned to contact the Texas State Bar Association seeking further disciplinary action against the man, which could include disbarment. The offender had propositioned a woman who had contacted the county attorney’s office to settle a misdemeanor violation. The 21-year-old woman did not have enough money to settle the matter, and the attorney said that they should have sex to resolve the matter. She immediately reported the incident to the police, who then applied a wire to her to obtain audio recordings of further solicitations by the 65-year-old attorney. The man was recorded offering the woman $100 to $200 a week for her to engage in sex acts with him. Two years after his arrest, the man was disbarred in the state of Missouri.
