Kingman is a city along Route 66, in northwestern Arizona, that serves as the county seat of Mohave County.  Its population is approximately 33,000. Prostitution activity has been well-documented in the city and surrounding communities, and in unincorporated areas of the county. This activity and the problems and ancillary crimes it generates results in complaints to law enforcement agencies from residents and businesses. Among the more serious crimes associated with the local commercial sex market is sex trafficking. For example, in January, 2017, an Arizona Department of Public Safety trooper said his training in identifying signs of human trafficking helped him rescue a 16-year-old runaway who was being sold for sexual abuse.  A traffic stop near Kingman led to the discovery after he’d observed a vehicle driving in excess of 100 mph along U.S. 93. After interviewing the occupants of the vehicle, the Trooper recognized one of its female passengers as demonstrating indicators of human trafficking. Though the girl initially said she was 18, the Trooper found information about her at the scene that showed she was a minor. At the time of the stop, the 16-year-old was in the company of a man and woman. residents of Las Vegas. Officials said the girl was trafficked in Southern California, taken to Arizona, and was on her way to Las Vegas at the time of the traffic stop. The couple was arrested and faced felony charges including sex trafficking of a minor, were booked in to the Mohave County Jail and then released on a $10,000 bond. In December, 2021, six criminal search warrants were served at different locations in Kingman regarding allegations and subsequent investigation of illegal activity. The four-month long investigation began in August when information was received alleging acts of prostitution were occurring at one of the locations. During the investigation, evidence was obtained that acts of prostitution were occurring at the businesses and search warrants were obtained. Mohave Area General Narcotics Enforcement Team (MAGNET) Detectives, with the assistance of Mohave County Sheriff’s Office and Kingman Police Department Detectives, served the warrants. During searches of the businesses and private residence, investigators located, identified and seized assorted evidence supporting the allegations.

Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has therefore been targeted by local law enforcement agencies as a strategy for prevention and response.  A law enforcement respondent to the 2021 National Assessment Survey reported that the demand reduction tactics street-level reverse stings and employment loss have been implemented in Kingman.
