Webster Parish is located in the northwestern section of Louisiana and has about 36,000 residents. The seat of the parish is Minden. Prostitution has been documented in the parish, generating complaints to law enforcement agencies, and child sex trafficking has also occurred locally. For example, in September 2010, a Webster Parish man pleaded guilty to acting as a pimp for two juvenile runaways who answered an online ad for sexual services. The resident of Minden pleaded guilty in U.S. District Court in Atlanta to transporting minors across state lines for purposes of prostitution. Federal prosecutors said the man had posted internet ads for sexual services and then acted as the girls’ pimp after he met them.

To combat prostitution and sex trafficking in the area, local law enforcement agencies have targeted consumer-level demand for prostitution on at least one occasion. In May 2016, police in Minden arrested two men for soliciting for prostitution, and disclosed their identities in news releases.
