Sylmar is a district in the San Fernando Valley region of the City of Los Angeles with a population of approximately 95,000. Prostitution and sex trafficking have been identified by law enforcement as substantial problems in the district for decades. To address the issue, the Los Angeles Police Department has conducted street-level reverse stings since at least 1991. One such operation, conducted in July 1991, resulted in the arrest of 31 male sex buyers. Offenders’ names have not typically been made public.
