Starke is a small city of almost 6,000 residents, situated northeast of Gainesville in Bradford County, Florida. Prostitution activity has been well-documented in the city, surrounding communities, and in other areas of the county. This activity and the problems and ancillary crimes it generates result in complaints to law enforcement agencies from residents and businesses. Consumer-level demand provides the revenue stream for all prostitution and sex trafficking and has therefore been targeted by local law enforcement agencies as a strategy for prevention and response. For example, in July 2013, the Starke Police Department conducted a web-based reverse sting operation. SPD officers created undercover advertisements for adult and escort services and received responses from several individuals interested in purchasing sex. They established two separate meeting dates, which resulted in five arrests over a two-day period. All of the sex buyers’ names and arrest photos were publicized in local media outlets.
