Salina is a city of approximately 50,000 residents in central Kansas. It is the largest city and county seat of Saline County, KS. Instances of prostitution and sex trafficking have been well-documented in the city and greater county area. This activity and its ancillary crimes have generated complaints to local law enforcement by residents and businesses. The city has also had documented issues with illicit massage businesses (IMBs) serving as fronts for brothels. During commercial sex operations individuals have also been arrested for narcotics and child endangerment charges. For example, in November 2012, a Salina massage parlor was shut down because police determined it to serve as a base for prostitution. Among the more serious issues associated with the local commercial sex market is child sex trafficking.

Sex buyers have been arrested as a result of alternative investigations and residential reports to local law enforcement. For example, in January 2015, a man and woman were charged in a prostitution case. Salina Police responded to a call about possible illegal activity at a Truck Stop on Westport Blvd. Their investigation determined that money was exchanged between a man and woman for sexual relations inside the cab of a semi-truck trailer. The identity of the male sex buyer was included in news reports.
