Rose Hill Acres is a city in Southeast Texas located in in Hardin County, and has a population of roughly 340 residents. The city consists of two residential neighborhoods situated between Beaumont and Lumberton, about an hour away from the Texas-Louisiana border. It is part of the BeaumontPort Arthur Metropolitan Statistical Area. Prostitution has posed persistent and visible problems within the communities in Southeast Texas, especially within the BeaumontPort Arthur MSA.

Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has therefore been targeted by local law enforcement agencies as a strategy for prevention and response. Loss of employment is a consequence for buying sex that has occurred in the city. For example, in August of 2013, a web-based reverse sting conducted by the Beaumont Police Department resulted in the arrest of six male sex buyers, including the sole law enforcement officer of the city of Rose Hill Acres. According to officials, the arrested sex buyers had responded to decoy ads on Backapge.com and met undercover officers at a Beaumont hotel, where they were arrested upon arrival. The former city marshal’s identity, photo, age, location, and charge were included in reports from local news sources. The former city marshal resigned from his position following his arrest despite the lack of disciplinary action by the sex buyer’s employer, the Texas Department of Public Safety. The offender was booked at the Jefferson County Jail and was subsequently released on a $250 bond. In 2017, more than three years after the sex buyer’s arrest, after no record of the offender’s prosecution nor conviction of the alleged charges was found, his charges were dropped.
