Plant City is located in central Florida’s Hillsborough County, between Lakeland and Tampa, and has a population of almost 40,000. Prostitution and related problems (including the solicitation and forced prostitution of minors and targeted homicides of women engaged in prostitution) have been reported in the community for several years.

In response to complaints from community members, the Plant City Police Department has conducted reverse stings and released to the media the identities of the arrested sex buyers since at least 1997. One reverse sting resulted in the arrest of 16 men. The Plant City Sheriff’s Department has also conducted web-based reverse stings, which has led to the arrest of those who are looking to purchase sex with both adults and minors.
