Pamlico County is located on the Atlantic Coast of North Carolina. As of the 2020 census, its population was just over 12,000. Its county seat is Bayboro. Pamlico County is part of the New Bern, NC Metropolitan Statistical Area. Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and demand reduction tactics have been employed in the county.  Identity disclosure and loss of employment are consequence of buying sex that have occurred locally. For example, in January, 2017, a Pamlico County Commissioner who was arrested in a human trafficking sting resigned after 8 years in office. The man was one of 10 people who were arrested during the sting at a hotel in New Bern, NC, and was charged with attempting to patronize a prostituted woman. His law enforcement certification was also terminated, preventing him from seeking work as a sworn officer anywhere in the state.
