New Castle is a city in and the county seat of Lawrence County, in western Pennsylvania, situated north of Pittsburgh. It has a population of roughly 22,000. Local law enforcement have reported problems with street prostitution for several years. Cases of homicides of prostituted women in the community have also been documented.
In an effort to reduce prostitution, the New Castle Police Department and Pennsylvania State Police have conducted at least two reverse stings since 2007. Both operations were conducted at street level, using female undercover officers as decoys. Following the operations, all of the sex buyers had their names released the public.
