Monroe is a city in south-central North Carolina, near Charlotte, and has a population of 35,000. Street and business-based prostitution has posed considerable problems in the community for several years; in addition, the city has served as the operating base for at least one serial rapist and murderer who specifically targeted prostituted women.
Among their efforts to address these issues, the Monroe Police Department has conducted street-level reverse stings since at least 2003, if not earlier. Arrestees periodically have their names publicized by local media outlets. Beginning in 2005, the city enacted an ordinance that enabled law enforcement to seize the autos of those arrested for solicitation of prostitution. In 2006, the community established a “Prostitution Exclusion Zone.” Designated with street signs, the geographic area was identified for its history of commercial sex activity. Any individual previously arrested for prostitution in Monroe and served with court restrictions can be rearrested by MPD officers if they are seen strolling or idling in the zone.
