Marshfield is a city of approximately 19,000 residents located in Wood County and Marathon County, Wisconsin. Consumer-level demand provides the revenue stream for all prostitution and sex trafficking and has been targeted by local law enforcement agencies as a strategy for prevention and response. For example, in October 2017, the Eau Claire Police Department posted an ad on Craigslist with an officer posing as the father of two girls, ages 8 and 11, whose mother was away. On the ad, the “father” stated he was willing to accept money to allow access to sexually abuse them. A man responded and arranged to pay to sexually abuse the 8-year-old girl for $400, and subsequently sent a nude photo of himself to the officer. He did not appear at the meeting place, but the email was traced to an IP address in Marshfield. Investigators responded in December 2o17, and discovered more than 90 images and videos of child sexual abuse materials (including one with a toddler) at his home.
In November 2022, a Dodge County jury found a 47-year-old man guilty of charges related to his paid sexual abuse of a teenage girl. The man was found guilty on felony counts of child enticement, prostitution, and two counts of soliciting a child for prostitution. He was also found guilty on two misdemeanor charges of sexual intercourse with a child 16 or older. The girl said she “had sex” with the man at a house in Beaver Dam seven to ten times over the prior year. The girl said the man had contacted her over social media and they had met at a fast food restaurant in Waupun. The girl said she feared the man would harm her, and according to the complaint, she said they negotiated payments each time. The man allegedly admitted to giving the girl between $500 and $1,000 and said he did not expect anything in return. However, when the officers showed him messages between the two, he allegedly admitted they “had sex” four to five times, and he paid the girl $300 each time because that was all he could get out of the ATM. Beaver Dam Police had been called to Marshfield Medical Center in January 2021, after a hospital worker reported a 17-year-old girl was being sex trafficked. The hospital worker said the girl was being paid by a man to perform sexual acts. The girl was hesitant but revealed the man was paying her $300 each time he picked her up to have sex with her.
