Loves Park is a city of about 23,000 residents in northern Illinois, located mostly in Winnebago County but with a tiny sliver in Boone County. The city is part of the Rockford Metropolitan Statistical Area. Prostitution and drug use have been documented in the city.

Although no proactive reverse stings targeting demand have been conducted locally, at least one sex buyer arrest has occurred in the city. In July 2015, a 54-year-old man who was a substance abuse counselor at Rosecrance Health Network was arrested and charged with solicitation of a sexual act. The woman he was with was arrested on prostitution and drug charges. The arrests occurred after a Loves Park Police officer saw an item suspected of being used to ingest crack cocaine lying on the front passenger seat of the vehicle following their arrival at a motel. The man’s identity was released to the press and he was placed on administrative leave, according to the director of communications for Rosecrance.
