Littleton is a home rule municipality city of about 45,000 in Colorado, located in Arapahoe, Douglas, and Jefferson counties. Littleton is the county seat of Arapahoe County and is a part of the Denver–Aurora–Lakewood Metropolitan Statistical Area. Instances of prostitution and sex trafficking have been documented in the municipality and surrounding areas. This activity and its ancillary crimes have generated residential complaints to local law enforcement. For example, in May 2006, the Lakewood Police Department assisted the Edgewater Police Department with an undercover operation into a tanning and spa business in the area that resulted in the arrest of two people for prostitution. After that operation, the city council updated its ordinance related to prostitution offenses. The new ordinance claimed that the old ordinance did not adequately protect residents, resulting in the expansion of the definition of prostitution from “any act of sexual intercourse,” to explicitly refer to explicit descriptions of specific sex acts.
Efforts to reduce instances of prostitution and sex trafficking have been deployed in the municipality, targeting individuals seeking to purchase prostitution and sex trafficking. For example, on December 10, 2020, Edgewater police arrested a 26-year-old Littleton man for allegedly soliciting sex acts from teenage girls in exchange for money and alcohol. Police conducted a web-based reverse sting in which investigators communicated with the suspect online, who believed that he was communicating with the two teenage girls. According to police, the offender had met two teenage girls from Jefferson High School at a local retail store. He allegedly met with the teenagers on multiple occasions, offering alcohol in exchange for sex acts on one of those occasions. As a result of the week long investigation, the offender was arrested on 2 counts of Solicitation for Child Prostitution and 2 counts of Contributing to the Delinquency of a Minor. He was arrested by police when he was leaving his residence in Littleton and was booked into the Jefferson County Jail.
