Liberty is a city of approximately 8,500 residents, located 40 miles northeast of Houston in Texas. It is the county seat of Liberty County. Prostitution activity has been well-documented within the city for decades, and the problems and ancillary crimes it generates results in complaints to Liberty Police Department from residents. Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has therefore been targeted by local law enforcement agencies as a strategy for prevention and response. After repeated roundups of the city’s prostituted women failed to produce any apparent impact, LPD detectives implemented a new strategy targeting sex buyers in 2007. That September, police conducted the city’s first street-level reverse sting, resulting in the arrest of nine male sex buyers. The operation used an undercover female officer as a decoy “prostitute.” The LPD released the mens’ names, photos and other identifying information to the media.
