Kleberg County is a county located along the southeastern coast of Texas. The county has a population of approximately 31,000 residents and the county seat is Kingsville. Several instances of prostitution and sex trafficking have been documented by the County over the last few years. Among the issues associated with the commercial sex market are child sexual exploitation and child sex trafficking. For example, according to the Texas Attorney General’s Office, in 2018, two Kleberg County men were arrested on charges of multiple counts of possessing child pornography. One of the men arrested by the Attorney General’s Child Exploitation Unit, was charged with three counts of possession of child pornography after a tip was sent to the National Center for Missing and Exploited Children Cyber TipLine reporting that the offender had uploaded an image of child pornography to a social media account. The exploiter reportedly admitted to investigators to possessing child pornography on his cell phone and laptop. The following day another man was arrested and charged with five counts of child pornography by the Child Exploitation Unit. He was also arrested after a tip was sent to the NCMEC Cyber TipLine that reported the offender to have uploaded an image of child pornography to an email account. Both offenders were transported to the Kleberg County Jail in addition to investigators seizing several digital storage devices to be examined by the Texas Attorney General’s Digital Forensics Unit. The offenders’ identities, photos, ages, and charges were included in reports from local news sources. In 2014, investigators from the Kleberg County Sheriff’s Office arrested an alleged sex trafficker from Kingsville. Lt. David Mendoza, with the KCSO’s Criminal Investigations Division, said the female survivor came forward with allegations against the alleged sex trafficker and that further investigation into the exploiter and his eventual arrest, were a result of the survivor speaking out. According to jail records, the offender was charged with one count of Compelling Prostitution of a Minor, a first-degree felony in Texas. The offender’s identity, photo, age, and charge were included in reports from local news sources.
