Hutto is a city of about 31,000 residents in Williamson County, Texas. It is part of the Austin–Round Rock metropolitan area, in central Texas about midway between Killeen and Austin.  Other cities in county area include Georgetown, a city of about 67,000 residents. Prostitution and child sex trafficking are known to be well-established problems in Hutto and throughout the region.  For example, local and state law enforcement agencies arrested 41 people during a four-day prostitution operation in October 2015 in Austin, that drew men from broader region including Georgetown and Hutto.  In December, 2018, two men from Hutto were among six convicted in a federal trial for their roles in operating a massive international sex trafficking organization that was responsible for coercing hundreds of Thai women to engage in commercial sex acts across the United States, including the region around Hutto and other Texas metro areas. Thirty-one defendants had previously pleaded guilty for their roles in the sex trafficking operation, which included men from The Colony, Houston, Dallas, and Austin. Their charges included conspiracy to commit sex trafficking, conspiracy to commit transportation to engage in prostitution, conspiracy to use a communication facility to promote prostitution, and conspiracy to engage in money laundering.  Hundreds of Thai women were used for sexual exploitation in the metro areas of Houston, Dallas and Austin, in addition to cities in other states, including Minneapolis, Los Angeles, Chicago, Atlanta, Phoenix, Washington, D.C., Las Vegas, and Seattle.

Consumer-level demand provides the revenue stream for all prostitution and sex trafficking, and has therefore been targeted by local law enforcement agencies in their strategy for prevention and response. For example, in August, 2019, two men were arrested in Hutto for prostitution offenses after police responded to a disturbance in a park.  One of the men was charged with prostitution/soliciting or paying for sex with a person under the age of 18, a second-degree felony punishable by up to 20 years in prison.  His identity was included in news reports.
