Horsham Township is a home rule municipality in Montgomery County, Pennsylvania. Located north of Philadelphia, its population is about 16,000, and the Township contains the Naval Air Station Joint Reserve Base Willow Grove. Prostitution and sex trafficking in the township and throughout Montgomery County have been well documented.

Anti-demand tactics have been used to combat prostitution and sex trafficking locally. For example, in July 2017, undercover officers from the Montgomery County District Attorney’s Office and the Horsham Township Police Department placed an advertisement online offering prostitution. Two men responded to the ads and engaged in “hundreds of communications” via texts and calls to set up a meeting, police said. Both agreed to pay for prostitution ahead of time, and police arrested the pair at a staged meeting point. The arrests were part of the DA office’s joint initiative, launched in February 2014, to prosecute sex trafficking and prostitution trade suspects in the area, especially at local hotels.

In November 2019, two undercover operations targeting prostitution in Montgomery County led to the arrest of nine men. The men answered online advertisements planted by detectives for prostitution. Hundreds of men reportedly called or texted the undercover investigators and arranged a time and location, and finalized a price for sexual services. Arrests were made upon arrival at locations in Horsham Township and Montgomery Township. Police charged each man with third-degree patronizing a prostitute.
