Hinds County contains Jackson, the county seat and state capitol of Mississippi. and has a population of approximately 223,000, the most populous county in Mississippi. Prostitution ans sex trafficking are well-documented in the county, and generate numerous complaints to police. Police activities are often initiated by tips from citizens. Among the tactics used to address these problems are those targeting demand. For example, in 2011 a street-level prostitution sting began on Gallatin Street near interstate 55. Two Hinds County deputies walked the busy street posing as prostituted women. The operation later moved near Highway 80 and Valley Street, an area well-known for prostitution, drugs, and other illegal activity. Several arrests were made and the identities of the buyers were disclosed.

In a 2016 operation, a Craigslist ad led officers to a massage parlor and a man was ultimately arrested for procuring prostitution and transported to the Hinds County Detention Center in Jackson. In 2017, a Pearl fireman was arrested in a Hinds County prostitution sting in which undercover officers spent the day texting a 49-year-old suspect, convincing him to meet with them at the a gas station by Gallatin Street to pay them $600 for sex. The suspect had several guns, Xanax, Oxycontin and possibly other drugs, and was charged with procuring prostitution and possession of drugs with intent to distribute.
