Garden Grove is a city in northern Orange County with a population of about 170,000. Prostitution and sex trafficking are well-known problems in the city and in surrounding communities.  The city has developed a reputation as a place men can buy sex, and the city has been identified by police and social services as a stop on smaller circuits that include Anaheim, Santa Ana, San Diego, and Los Angeles. While the majority of the department’s efforts have been directed toward arresting prostituted women and trafficked girls, the Garden Grove Police Department has used undercover police officers to run street-level reverse stings. For example, a reverse sting in 1994 used three women officers as decoys and arrested 37 men during a 6.5 hour operation.  Citizens are encouraged to call with information and complaints to the Special Investigations Unit.
