Fulton, New York, is a city of approximately 11,000 residents located in the western part of Oswego County, almost 30 miles northwest of Syracuse.

Prostitution and sex trafficking activity has been documented in the city and surrounding areas, including a local couple accused of running a prostitution operation in migrant worker camps in 2007.

In December 2020, Fulton police arrested a sex buyer in connection to a robbery investigation after two people allegedly tried to steal $5,000 from a male victim at knifepoint. The Fulton Police Department charged the man with third-degree patronizing of a prostitute and publicly disclosed his name, age, and hometown.
