Fullerton is a city of about 142,000 residents in Orange County, California, located south of Los Angeles near Anaheim.  Prostitution has been targeted by police and residents as a substantial problem, particularly street-level and indoor prostitution occurring in storefront brothels such as massage parlors.  Among their efforts to ameliorate the crimes and other problems associated with prostitution have been attempts to deter consumer-level demand through reverse stings.
