Estherville is a city of approximately 6,000 residents, located in Emmet County, Iowa. Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has therefore been targeted by local law enforcement agencies as a strategy for prevention and response. For example, in January, 2009, officers responded to a call about a disturbance outside of an apartment in Estherville.  Upon investigation, police determined a man was offering the occupant of the apartment money and cocaine in exchange for sex. Officers placed him under arrest for prostitution, public intoxication, and interference with official acts. He was placed in jail on the charges and was released on unsecured bond with an Immigration and Customs Enforcement detainer, and was later turned over to immigration authorities. The man’s identity was included in press releases.
