Duluth is a city with a population of roughly 27,000 located about 25 miles north of Atlanta. Reverse stings have been occurring in this city since at least 2011. In one operation, a teacher was arrested and fined $1,300 after being caught trying to buy sex online. In addition to being placed on administrative leave at work, he was also shamed in local media where his name and reason for arrest were published. In other instances, resident complaints led police to conduct investigations of other known prostitution activity, resulting in several arrests.
