Prostitution activity has been well-documented within the county, and the problems and ancillary crimes it generates results in complaints to law enforcement agencies from residents and businesses.
Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has been targeted by local law enforcement agencies as a strategy for prevention and response. Demand reduction tactics used in the town include the arrest of sex buyers and the public disclosure of their identities, and public education specifically targeting demand reduction. For example, in January, 2017, a fifty-three-year-old man pleaded guilty to third-degree felony compelling prostitution and fourth-degree felony attempted unlawful sexual conduct with a minor. A fifth-degree felony charge of importuning was dismissed by the prosecution. Going over the facts of the case for clarification, the judge indicated that the man was originally talking with a woman on the phone who was of age, but then handed the phone to her 15-year-old sister. That conversation ended up in a discussion of a sexual nature, such that it led to charges being filed. He was sentenced to five years of community control that will begin after he serves six months in the county jail. He was also fined $1,000 and would be considered a Tier II sexual offender, meaning he will have to periodically report to the local Sheriff’s Office of his county of residence for 25 years.
A law enforcement respondent to the 2021 National Assessment Survey reported that demand reduction tactics have been implemented in Leavenworth, including public education specifically targeting the demand for commercial sex, beginning in 2019.
