Conway is a city serving as the county seat of Faulkner County, Arkansas, and has a population of over 65,000.  It is located in the state’s most populous metropolitan statistical area, near Little Rock. The city has long-running problems associated with commercial sex activity, and during prostitution operations police often seize drugs such as heroin, methamphetamine, cocaine and un-prescribed pharmaceuticals.  For example, in July 2017, police received a tip in reference to an underage female being sold for prostitution in the central Arkansas area. An investigation was initiated, and Faulkner County Sheriff investigators arrested a man when he arrived at a predetermined location in Conway, Arkansas with an underage female found to be a runaway from the Pulaski County area.  The man was charged with 1 count of Promoting Prostitution 1st Degree, a Class D Felony, 8 counts of Possession of Controlled Substances with Purpose to Deliver, Classes B, C, D Felonies, 2 counts of Drug Paraphernalia, a Class B Felony, and 1 count of Robbery, a Class B Felony.
Among the tactics used to address prostitution in the city are those targeting demand.  For example, in August of 2017 investigators posted an online ad after noting a rise in online prostitution ads in the Faulkner County area.  Investigators reached out to all those who responded the ad, and set up a reverse sting at an undisclosed location.  Four sex buyers were arrested, and their names and ages released to the media.  One of the men sought to exchange money and methamphetamine for sexual contact.
