China Spring is a census-designated place in northwestern McLennan County, Texas. It lies approximately twelve miles northwest of Waco, and is part of the Waco Metropolitan Statistical Area. Prostitution activity has been well-documented within the county, and the problems and ancillary crimes it generates results in complaints to law enforcement agencies.  Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has therefore been targeted by local law enforcement agencies as a strategy for prevention and response. In the town of China Spring, demand reduction tactics used include the disclosure of sex buyer identities and employment loss. In August 2021, an assistant girls basketball and softball coach at China Spring High School was arrested in McLennan County in on a felony level “prostitution of a minor” charge. He had responded to an advertisement on a “website known for prostitution and trafficking” that was placed by an undercover sheriff’s office investigator. He agreed to pay a fee for a massage and sex with two people, including one the detective described as a 16-year-old female, the affidavit stated. The document further stated that he arranged to meet the pair at a parking lot and asked that the two females be engaged in a sexual act in the backseat of the vehicle. He said he would join them when he arrived to “engage in acts for the fee with both the adult and juvenile.” After entering the parking lot, the suspect drove around the decoy vehicle before parking and trying to get in. McLennan County deputies waiting nearby arrested the man, who brought with him the agreed upon monetary amount he would pay for sex, as well as the cell phone on which the communication between the undercover detective and the suspected sex buyer had occurred.  At some point after the arrest and charges being filed, the man’s employment with China Spring schools was terminated. In 2022, he pleaded guilty to a reduced charge in a plea agreement with the McLennan County District Attorney’s Office, which also recommended he be placed on probation. He had pleaded guilty to a prostitution charge, a Class B misdemeanor, and 54th State District placed him on probation for two years, fined him $2,000, and ordered him to perform 40 hours of community service. In December, 2022, the former coach was placed on misdemeanor probation.
