Burlington is a city in, and the county seat of, Des Moines County, Iowa. Its population is roughly 24,000, and it is located in the southeastern corner of the state. Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has been targeted by local law enforcement agencies as a strategy for prevention and response. Demand reduction tactics used in the city include the arrest of sex buyers and the public disclosure of their identities. For example, in January, 2023, a Burlington man was arrested in his home after being investigated for alleged sexual abuse of a minor. The man was charged with three counts of sexual abuse in the third degree, a Class C felony, three counts of enticing a minor, a Class D felony, and a charge of prostitution, a Class D felony, with police saying additional charges were pending. Detectives of the Fort Madison Police Department, with assistance from other agencies, arrested the suspect at his residence without incident. He was alleged to have had an ongoing sexually abusive “relationship” with a minor within the city limits of Fort Madison between September and October 2021. The more recent return of conclusive digital and DNA forensic evidence from the Iowa DCI Criminalistics Laboratory allowed investigators the opportunity to proceed with arresting the man. The investigation involved contributions from the Fort Madison Police Department; Iowa Division of Criminal Investigation; United States Department of Homeland Security Investigations; Cedar Rapids Police Department Criminal Investigations; Internet Crimes Against Children Task Force; Burlington Police Department; Keokuk Police Department; and the Iowa Department of Health and Human Services.
