Buford is a city of approximately 17,000 residents in the metropolitan Atlanta region. Parts of the city are in Gwinnett County, and others are in Hall County. Cases of the sex trafficking of children and prostitution have been documented in the city, generating complaints from citizens and local businesses and associated with a range of other crimes. For example, in 2010, a prostitution investigation began after police received tips about prostitution at the “Lucky Good Hands Massage Parlor” at the Mall of Georgia. Officers posed as both prostitutes and panderers to make 13 arrests.

Among the tactics used to address these problems are those focusing on consumer-level demand. For example, in May 2017, a street-level reverse sting was conducted along Friendship Road in Buford. More than a dozen people were arrested for attempting to buy sex, and their identities were publicized. In December 2017, eight men were arrested in a web-based reverse sting operation. Online ads were posted, and police arranged to meet potential buyers in the area of Bristol Industrial Way in Buford. Hall County Sheriff’s Office investigators and other law enforcement assisted in the arrests.
