Bryan County is located in Oklahoma and has a population of about 47,000. Its county seat is Durant, a community in southern Oklahoma, near Texas. Sex trafficking and prostitution are well-documented problems in the city. Among the responses to these problems have been efforts to combat demand for prostitution.
In March 2014, 19 people were booked into the Bryan County Jail after being arrested for human trafficking or procuring for prostitution. Two of the arrestees were men charged with felony pandering (human trafficking) and transporting a minor for purposes of prostitution. They were accused of bringing a woman and a 17-year-old girl to Durant for the purposes of engaging in prostitution. The sting was set up at two locations in Durant: a hotel on the corner of Main Street and Highway 69/75, and the Choctaw Casino Hotel. Bureau of Indian Affairs agents were conducting the operation at a hotel room in Durant when an agent called a telephone number on an “adult” Website. A female who answered the phone agreed for two females from the Dallas area to come to Durant for a cost of $900 to spend an hour and a half with two men. An adult woman and a minor were dropped off at the hotel, and a price was negotiated for sex. The names and ages of the arrested sex buyers were provided to the media. Investigators noted that the two adult trafficking victims were placed in shelters; the minor trafficking victim was turned over to the Department of Homeland Security.
Oklahoma law prohibits people from engaging in prostitution under 21 O.S. 1029, which addresses both prostitution and solicitation of prostitution in the same manner under the same statute. Both prostitution and solicitation are misdemeanors. The penalties for prostitution and solicitation include a jail term of 30 days to one year and a fine of up to $2,500 on the first offense. The fines increase with subsequent convictions, and the court may also mandate 40 to 80 hours of community service.
