Brook Park is a small city of approximately 18,000 residents, located in the southern suburbs of Cleveland in Cuyahoga County, Ohio. Prostitution and sex trafficking have been well-documented in the city and surrounding areas, resulting in complaints to law enforcement. For example, in 2016 a local hotel was shut down after an investigation found it had become a site for several drug, prostitution, and trafficking crimes over several years. In February, 2022, four people were arrested during a joint operation targeting human trafficking in the city. Ohio State Highway Patrol troopers, Ohio Investigative Unit agents, Brook Park police officers, and the Cuyahoga Regional Human Trafficking Task Force conducted the operation for a total of four hours. Three people were arrested for prostitution and the fourth was arrested for promoting prostitution.

In July 1991, the Brook Park Police Department conducted a nine day street-level reverse sting along Brook Park Road near Cleveland Hopkins International Airport. A total of 92 sex buyers were arrested after they attempted to solicit sex from an undercover female officer. Their names were not released to the public. In the years following, Brook Park police continued to conduct periodic reverse stings in response to community complaints.
