Assumption Parish is located in south-central Louisiana, west of New Orleans, and its population is approximately 21,000. Its parish seat is the city of Napoleonville. To combat consumer-level demand for prostitution, the Assumption Sheriff’s Office has assisted local police departments and other Parish sheriff’s offices in conducting reverse stings. For example, they have assisted the Houma Police Department, Terrebone Parrish Sheriff’s Office, and the Louisiana State Police in street-level and web-based reverse stings to arrest sex buyers. In February 2012, the Houma Police Department, Assumption Sheriff’s Office, and Louisiana State Police conducted a reverse sting operation that targeted both sex buyers and prostituted persons within the city of Houma.

In Assumption Parish, sex buyers have been arrested as the result of allegations from real victims, rather than those soliciting police decoys. For example, in April 2022, a man was arrested on numerous charges after soliciting “child pornography” (i.e., child sexual abuse materials) and sexual contact from an underage victim in exchange for drugs. The Assumption Parish Sheriff’s Office said the 66-year-old man was arrested in Pierre Part. His arrest followed an investigation into his involvement in “numerous sex crimes upon a juvenile.” Investigators determined the offender used social media to request explicit content from the victim in exchange for narcotics. The sheriff’s office confirmed that the man did give the juvenile illegal drugs. He then was believed to have made additional sexual advances and offers to the juvenile that were declined. The man was booked into the Assumption Parish Detention Center on charges including computer-aided solicitation of a minor – felony; contributing to the delinquency of juveniles – felony; illicit drug charges; misdemeanor sexual battery; attempted possession of pornography involving juveniles; and solicitation of prostitution – felony.
