Oak Park Heights is a small city of less than 5,000 residents, located in Washington County, Minnesota near Stillwater. On at least one occasion, law enforcement agencies have targeted local demand for prostitution.

In April 2016, Oak Park Heights Police Department officers reported the completion of a sting in the community. According to the Stillwater Gazette, the operation resulted in the arrest of four sex buyers on “felony-level prostitution” charges. A representative with OPHPD indicated to Gazette reporters that the men “were arrested for solicitation of prostitution of underage persons… after seeking out sexual encounters with what was clearly represented as a person under the age of 18 years.” He added that the investigation was a “multi-agency undercover operation,” though the OPHPD did not disclose the tactics used or which other law enforcement agencies participated. The arrestees’ names were also not disclosed in press.
