Cudahy is a city of approximately 22,000 residents in Los Angeles County, CA. Prostitution has been identified as a problem in the area and has generated complaints by residents to police. Local attempts to reduce prostitution activity and the associated crimes and community deterioration that co-occur with the sex trade, have included at least one operation to combat consumer-level demand. In November 2012, the Los Angeles County Sheriff’s Department Major Crimes Bureau’s Vice Detail and the East Los Angeles Sheriff’s Station’s Special Problem Team conducted an investigation into a local massage parlor allegedly permitting prostitution-related activity to occur. The operation specifically focused on arresting sex buyers, and during the operation, all staff was removed and replaced with undercover female officers, posing as prostituted women. Undercover officers conducted a reverse sting, arresting men who attempted to solicit sex acts from undercover female officers. Over the course of two days, 20 male sex buyers were arrested and charged with Soliciting an Act of Prostitution (647.b) or Loitering for Prostitution (653.22). All of the offenders were issued citations and released from the location. Arrestees included residents of Cudahy, as well as the neighboring cities of Vernon and Los Angeles. Similar reverse sting operations have occurred in the city, resulting in the arrest of male sex buyers. During these operations, cameras and audio surveillance are often used as evidence. There have also been cases where sex buyers have been offered community service as a form of diversion or dismissal.
