Baker is a small city of about 13,000 residents, located just north of Baton Rouge in East Baton Rouge Parish, Louisiana. Prostitution activity have been well-documented in the parish since the 1800s.  This activity and the problems and ancillary crimes it generates results in complaints to law enforcement agencies from residents and businesses. Among the more serious crimes associated with the local commercial sex market is sex trafficking.

Consumer level demand provides the revenue stream for all prostitution and sex trafficking, and has therefore been targeted by local law enforcement agencies as a strategy for prevention and response. At least one reverse sting has occurred in the city.  In October 2009, the Baker Police Department, Zachary Police Department and West Feliciana Parish Sheriff’s Office collaborated to conduct a web-based reverse sting. Five johns were arrested after they arrived for appointments in response to a decoy online ad for commercial sex. All of the men’s names and arrest photos were released to the public.
