East Pennsboro Township is a township in Cumberland County, Pennsylvania. Its population was just over 18,000 at the 2000 census. Cumberland County is included in the HarrisburgCarlisle, PA Metropolitan Statistical Area. The area is known to have been on regional sex trafficking circuits since the 1980s, if not before, and local prostitution has been a persistent problem, particularly along interstate trucking routes. Situated along I-81, the area has been described as “an artery  for drug and sex trafficking,” and community residents have reported spikes in prostitution and sex trafficking in and around the area’s major truck stops. Prostitution and sex trafficking within East Pennsboro Township is also well documented. For example, in 2011, a woman was arrested and told police she made between $400 and $1,000 a day running a prostitution ring from her home on Southmont Drive in East Pennsboro Township. When she was sentenced in Cumberland County Court, she said she was working two jobs as a bartender and a waitress and spending her free time helping other female offenders. The local judge said he recognized the change, and saw “no benefit” in sending he back to jail after she had previously served 15 days in Cumberland County Prison. She was sentenced to perform 80 hours of community service for the charge of prostitution and related offenses, and to two years of probation for using the Internet to promote the prostitution ring. In December 2016, East Pennsboro Township Police arrested two New York women who were providing prostitution out of a local hotel. In January, 2021, East Pennsboro Township Police conducted an investigation into prostitution complaint in the 200 block of York Street, Enola. Text messages were sent to the female and she had agreed to perform sex acts for money. An undercover officer met the woman at the 200 block of York Street, at her residence. She met the undercover officer at the door wearing underwear and a robe and had agreed to perform the sex act for money as discussed via text message. She was charged with Prostitution.

Local cases of sex trafficking have involved the production of child sexual abuse materials (CSAM, also called “child pornography” in many state laws). For example, in March 2013, East Pennsboro Township police arrested a man in connection with several cases of sexual crimes against a 10-year-old girl. Authorities arrested a 63-year-old man after he admitted to sexually abusing a 10-year-old girl, to videotaping the sexual assaults, and to paying her cash to engage in sexual abuse. The man also videotaped the girl with a hidden camera while she used the bathroom without her knowledge. Charges against the man included involuntary deviate sexual intercourse, manufacturing child pornography, promoting prostitution of a child, aggravated indecent assault and more.
