Rogers is a suburban city in Benton County, Arkansas, with a population of approximately 71,000. Prostitution and sex trafficking have been well-documented problems in the city and the area for decades. For example, in September 2013, a four-day undercover operation designed to combat sex trafficking and prostitution was conducted in a four-county area encompassing the intersection of four states: southeast Kansas, northwest Oklahoma, northeast Arkansas, and southwest Missouri. “Operation Trojan Horse” was led by the Oklahoma Bureau of Narcotics and Dangerous Drugs Control (OBNDDC), and involved a collaboration of many other agencies, including the sheriff’s departments of Ottawa County in Oklahoma, Benton County in Arkansas, Cherokee County in Kansas and Newton County in Missouri. Also participating in the sting/reverse sting were the police department of Miami, Grove and Tulsa; the Quapaw tribal marshals, Eastern Shawnee and Wyandotte tribal police, the Bureau of Indian Affairs, and Homeland Security Investigations (Department of Homeland Security). The OBNDDC in a news release said that efforts were made during the four-day operation to target people engaged in prostitution in various cities and to identify any minors and adults forced into prostitution as a result of human trafficking. Of the people arrested in all four counties, 20 were accused of soliciting prostitution (purchasing sex). Eleven others were arrested on related misdemeanor offenses in Ottawa County, and were charged with either engaging in or soliciting prostitution. Also discovered in the investigation and operation was evidence of sex trafficking of four females, including a 15 year old girl. Eight people were charged with pimping or “aiding and abetting” prostitution.
In July, 2019, a Rogers man was placed on state supervised probation after admitting he conspired to traffic a girl for paid sexual abuse purposes. The man pleaded guilty to conspiracy to commit human trafficking. The offender and three others were arrested in January 2018 after FBI agents received information concerning a teen girl being used in prostitution. The agents and Rogers police went to a home on Necessary Drive and found a 17-year-old girl hiding under a blanket. The teen was a runaway from Rogers, according to the probable cause affidavit. The teen acknowledged she was involved in prostitution, according to court documents. Adjudication of the other defendants took longer. In November, 2021 jury selection and opening arguments begin in Benton County for the other defendants in the 2018 human trafficking case out of Rogers.
Efforts to combat prostitution and sex trafficking have included the Rogers Police Department combating demand by conducted web-based reverse stings since at least 2011. The department has released the names, ages, and photos of the men arrested to local media outlets. For example, a reverse sting in January 2013 resulted in the arrest of six sex buyers whose identities were included in news releases.
